Justice and Constitutional Development Minister Mmamoloko Kubayi has undertaken that by the end of February 2025, a complete list of convicted sexual offenders and GBV perpetrators will be made public.
During her speech at the 365 Days Against GVB Awareness Campaign hosted by the Kgalema Motlanthe Foundation in Soweto, Kubayi reiterated the urgency of making the list accessible.
“In line with the GBVF National Strategic Plan, we intend to publish the very first Femicide Watch in Africa.
This is a national repository of GBV-related femicide cases designed to provide the numerical analysis, the profile and the severity of pandemic of the femicide in our country so as to assist government and our partners in establishing informed programmatic interventions,” said Kubayi.
The minister highlighted that when she took over the department, two months ago, one of the grave concerns was to disclose the names, to safeguard children.
In addition, the Minister said they’ll collaborate with the judiciary to attend GVB court cases.
“In 100 Days, selected courts with high volume of backlog GBV cases will be challenged to come up with creative and sustainable innovations to reduce the turnaround times in the finalization of these cases and also to address the existing backlogs,” remarked Kubayi.
Following the report released by the Human Sciences Research Council (HSRC) which found that 33.1% of all women aged 18 and older had experienced physical abuse in their lifetime, Kubayi called for radical solutions.
She’s adamant that the collective involvement of society will end the scourge and lead to more safer communities.
Meanwhile, Build One South Africa (BOSA) has welcomed the Department’s decision.
“Making the names public will undoubtedly be a major deterrent for potential offenders, ensuring that those who violate the rights and dignity of others are no longer allowed to hide in the shadows,” read BOSA statement on X.
