This was revealed by Correctional Services Commissioner Makgothi Thobakgale, who briefed the media in Pretoria following festive-season anti-crime raids at correctional facilities across the country.

Thobakgale said the department conducted a risk and threat assessment, which led to the transfer of both Matlala and convicted murderer and rapist Thabo Bester.

“We conducted a threat assessment and, on that basis, concluded that in the interest of security — particularly for Mr Matlala’s own safety — he should be moved to eBokweni Supermaximum Facility, the safest correctional facility in the country,” Thobakgale said.

The commissioner downplayed concerns raised by Matlala’s lawyers, who have complained about difficulties in consulting with their client and possible challenges in ensuring his timely court appearances.

“Our responsibility as a department is to ensure that he and all other offenders are kept safe, and that he appears in court on the day and at the time required, in good condition to participate in his case,” he said.

Thobakgale added that Matlala’s recent court appearance demonstrated the department’s ability to transport inmates safely and on time.

He said the department was engaging with Matlala’s legal team to reach an agreement.

“It is entirely up to his legal team, and of course himself, how far they wish to take the engagement. Should they decide to approach the courts, the department will make submissions defending its decision,” Thobakgale said.
