DCS transfers alleged criminal kingpin Vusimusi ‘Cat’ Matlala to Kokstad super-maximum facility

The Department of Correctional Services (DCS) has confirmed the transfer of alleged criminal kingpin and murder accused Vusimusi “Cat” Matlala from Kgosi Mampuru Correctional Centre in Pretoria to the Super-Maximum Security eBongweni Correctional Facility in Kokstad, KwaZulu-Natal.

According to the department, the relocation is a standard operational measure informed by security, safety and effective inmate management considerations.

“In terms of Section 6 of the Correctional Services Act, 1998, the National Commissioner is legally empowered to detain an offender or remand detainee at any correctional centre, notwithstanding the wording of a warrant. This provision enables the department to respond appropriately to security assessments and operational demands,” the statement read.

DCS stressed that the move will not affect Matlala’s legal rights or access to services and reaffirmed its commitment to ensuring the safety and security of both inmates and officials across all facilities.

Matlala’s highly anticipated trial is scheduled to begin next month in the Johannesburg High Court. He faces several charges including attempted murder, conspiracy to commit murder and money laundering.

Due to the sensitivity of the matter, the department said it will not engage in further public commentary on the specific security considerations behind the transfer.

Matlala has previously been linked to suspended Ekurhuleni Metro Police acting chief Brigadier Julius Mkhwanazi, in connection with a controversial memorandum of understanding relating to VIP protection services for the municipality. He has also been accused of exerting influence over suspended Police Minister Senzo Mchunu in an attempt to disband the Political Killing Task Team.
