In a decisive move following alarming revelations about the dysfunction plaguing several municipalities, the North West provincial government has swiftly acted to address the governance crisis at the Ramotshere Moiloa Local Municipality, located in Zeerust. The intervention plan, laid out by Premier Lazarus Mokgosi, was unveiled during a recent joint sitting of Parliament focused on Cooperative Governance, Traditional Affairs, and Oversight Committees.
Just two days after a joint delegation committee highlighted severe operational issues in the municipality, Premier Mokgosi confirmed the establishment of an ad-hoc committee comprised of three seasoned advocates tasked with investigating the conduct of the councillors responsible for the current turmoil. This administrative chaos has reportedly resulted in the closure of municipal offices and a significant decline in the delivery of essential services.
Accompanied by the MEC for Cooperative Governance, Oageng Molapisi, and senior municipal officials, Mokgosi explained that the government has invoked section 16 (5) of the Municipal Structures Act in hopes of restoring order and stability. “The committee has been given 60 days to conclude its investigations. Upon completion, we will act on their recommendations,” Mokgosi stated, underscoring the urgency of the situation.
Molapisi emphasised the need for accountability, asserting that anyone found violating the municipal code or legislative acts would face appropriate consequences. “We have appointed these advocates who bring with them considerable experience in governance. We hope their diligent work will culminate in actionable insights,” he remarked, further pledging to thoroughly examine the findings once they are made available.
Mokgosi did not hold back in addressing various stakeholders, including labour unions and traditional leaders. He reassured the community of the government’s commitment to ensuring the smooth functioning of the municipality and the continuous provision of services. “We were taken aback by the recent events in this municipality. This is one of the regions that has demonstrated progress in administrative stability. Hence, we are here to restore order and convey our readiness to act against any breaches of law,” he cautioned.
In addition to addressing governance issues, Mokgosi highlighted the positive impact of the government’s intervention strategies, including the implementation of Financial Recovery Plans and the deployment of Provincial Executive Representatives. Notably, Ramotshere Moiloa Local Municipality recently benefitted from Eskom’s Debt Relief Programme, receiving R29 million to alleviate financial burdens. Furthermore, the municipality has been earmarked for additional funding by Infrastructure South Africa, aimed at tackling service delivery challenges faced by residents.
