The Mogale City Council has approved a fully funded R5.9 billion budget for the 2026/27 financial year, aimed at improving service delivery, upgrading infrastructure and stimulating economic growth across the municipality.

The budget was adopted during the municipality’s 54th Special Council Meeting on Thursday. 

Mayor Lucky Sele welcomed the approval, describing it as a significant step towards addressing infrastructure backlogs and improving the quality of life for residents. 

According to the municipality, R5.32 billion has been allocated for operational service delivery, while R460 million will be invested in strategic capital projects.

 Key infrastructure projects include R63 million for roads and stormwater upgrades, R60 million for the rehabilitation of wastewater treatment works, R26.6 million for the Muldersdrift reservoir and R20.2 million to strengthen water pumping and storage infrastructure. 

The municipality has also earmarked funding to improve electricity infrastructure, including R20 million for bulk metering maintenance, R12.2 million for electrical network upgrades and R11 million annually for streetlight maintenance and replacement. 

In the housing sector, the budget allocates R20.5 million for the Brickvale Housing Initiative and additional funding for the Dr. Sefularo, Dr. Motlana, Heritage Manor and Munsieville South housing developments. 

To tackle unemployment and support local economic development, R15 million has been set aside for the expansion of the Swanneville Industrial Park. The municipality also plans to expand the Expanded Public Works Programme (EPWP), support township small businesses and invest in youth skills development initiatives. 

Environmental management remains a priority, with R52.8 million allocated for refuse removal services, R35 million annually for landfill management and R10 million for the construction of a new landfill cell. Additional funding will support street cleaning and beautification projects. 

The budget further provides funding for community facilities, sports infrastructure, traffic law enforcement and efforts to combat illegal mining. 

Residents are set to benefit from a zero increase in property rates, enhanced residential rebates and a 100% rates rebate for qualifying pensioners aged 70 years and older. Free basic water and sanitation support for registered indigent households will also continue. 

Sele said the budget reflects the priorities raised by communities during public participation processes and demonstrates the municipality’s commitment to rebuilding infrastructure, supporting economic growth and restoring confidence in local government.
