Higher Education and Training Minister Buti Manamela has notified the University of Venda Council of his intention to appoint an independent assessor following escalating governance challenges at the institution.The decision comes after recent developments, including the precautionary suspension of the university’s Vice-Chancellor and Principal and its Chief Operating Officer.
According to the Department of Higher Education and Training, Manamela met the university’s executive management and council on 5 June after anonymous allegations were levelled against the two senior officials. The allegations sparked tensions within the institution, resulting in threats of suspension and legal action.The parties had agreed to resolve the matter through the university’s governance structures, with the council expected to report back to the minister. However, the department said the situation has since worsened. “The continued instability risks undermining the University’s ability to fulfil its mandate of providing quality teaching and learning,” Manamela said.
In terms of Section 44(1) of the Higher Education Act, the minister has informed the University Council of his intention to appoint an independent assessor to investigate the allegations, assess the state of governance and evaluate the effectiveness of the institution’s governance and executive management structures.The council has 14 days to make representations before the minister decides whether to proceed with the appointment. Manamela urged the public to allow the statutory process to unfold without speculation, saying the investigation is aimed at establishing the facts and recommending measures to restore stability and strengthen governance at the university.
The department said it will continue supporting the University of Venda to ensure that teaching, learning and administrative functions continue without disruption while the process is underway.
