Another witness has described an atmosphere of fear and intimidation at IDAC, where staff were allegedly pressured into conducting unlawful investigations and pursuing malicious prosecutions.
Matthews Sesoko, Head of Investigations and Operations at IDAC, admitted that he kept a low profile and never questioned decisions made by the institution’s then head, Andrea Johnson, and those close to her.
Sesoko appeared reluctant to mention Johnson by name, consistently referring to her as the “IG”, but the commission insisted that he identify her directly.
“And what I went through… Sometimes, standing up against things that are wrong, you end up becoming a victim yourself. I know that may not be satisfactory, but at that time I took the view that when the ID took a particular decision, I fell in line with it. And that’s what I did,” said Sesoko.
Commission Chairperson Justice Mbuyiseli Madlanga strongly criticised Sesoko for failing to speak out.
“The problem with that is, if you want to be a leader, which you are, you should not put up your hand to be appointed as a leader if that’s your attitude. Standing up to authority may even be expected of officials who are far more junior than you. So, in your case, it’s even worse. I accept that,” said a disappointed Madlanga.
Sesoko also confirmed earlier testimony regarding the influence allegedly wielded by fellow investigator Dylan Perumal and claims that he attempted to bully junior staff into misleading the commission.
During questioning by Evidence Leader Advocate Thabang Pooe, Sesoko confirmed testimony relating to a conversation with Ms Ramsamy.
Pooe asked whether Sesoko had told Ramsamy that her problems began when she disagreed with Chief Perumal because “Advocate Johnson listens to Chief Perumal”.
Sesoko replied: “Yes.”
When asked whether this reflected the general situation within the office and whether Chief Perumal held significant influence, Sesoko again responded: “Yes, that’s true.”
