City of Tshwane’s historic revenue collection drive

City of Tshwane breaks records — collects over R4 billion in October, surpassing targets and settling major debts.

The City of Tshwane Municipality has achieved a historic milestone, collecting R4 billion in revenue in the month of October. 

The city said that this historic financial achievement underscores its commitment to excellence, accountability, and sustainable growth.

Speaking on YOUFM Newshour the Acting Executive Mayor and Member of Mayoral Committee responsible for Finance Eugene Modise welcomed the achievement as a testament to the city’s commitment to financial sustainability, responsible governance, and enhanced service delivery.

“I want to attribute this achievement firstly to the employees who are working at the city’s finance office, their dedication and hard work and a combination of committees that we have established that are assisting us in ensuring that we collect the revenue as requested by the national treasury and ensuring that we serve our people,” said Modise. 

The acting mayor highlighted their collections exceeded even their expectations.

“As of 31 October 2025, the city’s income stands at R4.088 billion, with R427 million which was collected over this past weekend; contributing to cumulative collections that have exceeded expectations across all major revenue streams. 

“This performance is not just a figure on paper; it represents the collective effort of our teams, our stakeholders, and the residents who continue to support the city’s financial sustainability,” added the deputy mayor.

Modise said that collection of water rates outperformed the rest of other municipal financial streams.

“This means the city has not only met but outperformed its financial objectives, demonstrating that our strategies for collection efficiency, debt management, and service delivery integration are yielding tangible, positive results.

“We collected R4.177b surpassing our target by R108m and in the process we are able to pay our creditors on time. 

“We can pay Eskom, Rand Water and all other service providers. 

“When we came into power last year, we found an Eskom account in arrears to the tune of R6.1b and on the verge of being attached, facing possible court action but we managed to arrange with the power utility to settle out of court. We have so far paid Eskom R1.1b of that debt as we speak,” explained Modise. 

Meanwhile, the City of Tshwane has acknowledged the recent verdict handed down by the Bargaining Council regarding the City’s application for exemption from the implementation of the 2021/22 salary and wage collective agreement.

“After due consideration of the ruling and the factors presented, the city will not pursue an appeal or review of the Bargaining Council’s decision. 

We respect the outcome of the process and remain committed to upholding the principles of collective bargaining, good governance, and labour stability,” remarked the deputy mayor.

The city has committed to engage constructively with organised labour unions to explore practical, convenient, and sustainable modalities for implementing the award.

The municipality also sought to ensure that the implementation process is both compliant and considerate of the city’s financial realities, while prioritising fairness and service delivery will not be compromised.

Modise said that: “This administration firmly believes that our employees are the backbone of effective service delivery, and we therefore prioritise their well-being, development, and fair treatment.”
