Fresh allegations surrounding businessman Vusimusi “Cat” Matlala have intensified scrutiny of procurement processes within South Africa’s police service, with a SAPS forensic investigation recommending criminal charges against several individuals.

The 370-page report examined the controversial Medicare24 tender, including financial transactions involving companies linked to Matlala and alleged benefits provided to senior figures.

The investigation has also raised questions about how a major police healthcare contract was awarded and subsequently cancelled, as well as whether officials properly exercised oversight during the process.

The report recommends prosecution of Matlala and several police officials, while also naming former police minister Bheki Cele.

Cele has denied receiving alleged cash payments and acknowledged only that he stayed free of charge at accommodation leased by Matlala.

The findings have now become part of a Pretoria High Court application challenging decisions surrounding the investigation, potentially placing SAPS procurement practices and accountability under renewed public scrutiny.

The allegations contained in the report have not been tested in court.
