Suspended National Deputy Police Commissioner Shadrack Sibiya is set to return to the witness stand on Monday morning at the Madlanga Commission, where he will continue to face cross-examination over his conduct in relation to the disbandment of the Political Killings Task Team (PKTT).
The commission, tasked with probing allegations of corruption and interference within South Africa’s criminal justice structures, is expected to intensify questioning around Sibiya’s role in decisions affecting the specialised task team, which previously investigated politically linked killings.
A central focus of the proceedings will be Sibiya’s alleged relationship with attempted murder accused Vusimuzi “Cat” Matlala. Evidence presented before the commission suggests the senior police official may have financially benefitted from his association with Matlala.
Testimony heard so far alleges that Sibiya received at least R2 million connected to a property venture involving Matlala. Additional claims indicate that a further R300,000 was paid as a contribution toward Sibiya’s son’s wedding. These allegations form part of broader scrutiny into potential conflicts of interest and improper financial relationships involving senior law enforcement figures.
Sibiya has previously denied wrongdoing and told the commission that his first interaction with Matlala occurred when the businessman approached his office to lodge a complaint regarding a Medicare24 contract. He has maintained that their contact was initially official and administrative in nature.
The continuation of Sibiya’s testimony is expected to be a pivotal moment in the commission’s inquiry, as investigators seek to clarify the extent of his involvement in decisions surrounding the PKTT and assess whether any personal relationships may have influenced official actions.
