The case against 59-year-old suspended Deputy National Police Commissioner Lieutenant-General Shadrack Sibiya has been postponed.
Sibiya appeared in the Randburg Magistrates’ Court following his arrest on Monday. He faces allegations of sexually grooming a bodyguard’s 16-year-old daughter between July and August, as well as allegedly raping an 18-year-old woman at a Sandton hotel in May.
Sibiya is facing five charges, including sexual grooming of a child, trafficking in persons and rape.
The allegations are contained in a charge sheet seen by Newsnote under case number 472/2026.
According to the document, one of the complainants is a 16-year-old girl identified as Z.M. The charge sheet alleges that Sibiya obtained her contact details from her father, who worked as his bodyguard, on or about 18 July 2026.
It alleges that Sibiya subsequently communicated with the teenager on WhatsApp and, between 20 July and 3 August, engaged in sexually explicit conversations with her.
The document further alleges that Sibiya sent the girl nude photographs of himself without her having requested them and persuaded her to send videos of herself masturbating.
Sibiya is also accused of trafficking four people — B.Q., N.M., M.C. and Z.M. — on 16 July 2026.
The charge sheet alleges that M.C., N.M. and B.Q. had arranged an outing and asked a man identified as Mr M to assist with hotel accommodation and transport.
It alleges that when Mr M arrived to collect them from the Garden Court Hotel, he was accompanied by Sibiya, who was unknown to the women at the time.
According to the allegations, Sibiya instructed the women to change their clothes before taking them to The Grand, a strip club in Sandton.
The document alleges that he bought them food and supplied them with liquor at the club and later at the Garden Court Hotel.
It further alleges that after one of the complainants had passed out, Sibiya raped her before leaving the hotel room.
The charge sheet lists the offences as promoting the sexual grooming of a child, two counts of sexual grooming of a child, trafficking in persons and rape.
Sibiya is presumed innocent unless and until proven guilty in a court of law.
Date discrepancy
The second page of the charge sheet appears to contain a date inconsistency. It refers to the trafficking allegation as occurring on 16 July 2026 but later refers to “16 May 2026” in the account relating to the hotel.
The case was postponed to 29 September for a bail application.
