The Madlanga Commission has revealed how Police Sergeant Fannie Nkosi sent an internal draft tender document from the City of Tshwane to a man identified only as Mr Mampane, reportedly the right-hand man of the late taxi tycoon Mswazi Msibi.
Evidence presented at the Commission shows that Nkosi received the document from Tshwane Metro deputy police chief Umashi Dlamini before forwarding it to Tshwane CFO Gareth Mnisi. When questioned by evidence leader Advocate Matthew Chaskalson about why Dlamini sent him the document, Nkosi said he was unsure.
“Why did the General send it to you? Had you asked for it?” Chaskalson asked. Nkosi responded, “I cannot recall if I asked for it or how it came about, but I do agree that this was sent to me by the General.”
Chaskalson further noted that Nkosi forwarded the document to Mnisi a few days later. Nkosi, however, provided evasive answers when asked to explain the reasoning.
In response, Commissioner Sesi Baloyi warned Nkosi that obstructing the Commission is an offense. Baloyi stressed the witness’s obligation to provide clear and satisfactory answers, saying, “You are not answering satisfactorily when facts are put to you that you are not disputing. Saying ‘I cannot comment’ or ‘I don’t know’ is insufficient.”
The incident raises questions about the handling of sensitive City of Tshwane documents and potential connections between municipal officials and external actors.
