Parliament has officially established a 31-member Impeachment Committee to investigate President Cyril Ramaphosa over the 2020 Phala Phala Farm theft scandal and the findings of the Section 89 Independent Report.
The decision follows consultations by National Assembly Speaker Thoko Didiza with the Chief Whips Forum. In a statement released on Wednesday, Parliament confirmed that the committee will draw members from all 16 political parties represented in the National Assembly, ensuring proportional representation while promoting broad inclusivity in this historic process.
Political parties have been given until close of business on Friday, 22 May 2026 to submit the names of their representatives to the National Assembly Secretariat.Committee CompositionThe seats have been allocated as follows:
- ANC: 9 seats
- DA: 5 seats
- MK Party: 3 seats
- EFF: 2 seats
One seat each has been allocated to: IFP, FF Plus, ActionSA, ACDP, UDM, RISE Mzansi, BOSA, ATM, Al Jama-ah, NCC, and UAT. Speaker Didiza emphasised that the composition balances constitutional proportionality with the need for maximum participation in what is described as an “unprecedented parliamentary process.”
The committee’s formation marks a significant step in Parliament’s handling of the Phala Phala Farm theft matter, which has remained a major political flashpoint since the 2020 incident and the subsequent independent panel’s report.
