The City of Johannesburg is set to follow in the footsteps of the City of Tshwane by establishing the position of Executive Deputy Mayor, with ANC Johannesburg Regional Chairperson and MMC for Finance, Loyiso Masuku, tipped for the role.
Masuku was elected ANC regional chairperson at the party’s elective conference in November last year and currently serves as the city’s finance MMC.
However, her appointment will depend on the outcome of a motion of no confidence against Mayor Dada Morero, brought by coalition partner Al Jama-ah.
According to a proposal dated 29 January 2026, seen by Newsnote, the city council is being asked to approve the establishment and election of an Executive Deputy Mayor in line with applicable legislation.
The report states that the move is aimed at strengthening executive leadership, ensuring continuity of governance and enhancing service delivery in Johannesburg.
It further notes that the increasing complexity of governance and service delivery demands in the metro has made it necessary to introduce the position of Deputy Mayor.
The annual remuneration for a full-time councillor serving as Executive Deputy Mayor is estimated at R1.28 million per year, in line with the Government Gazette under the Remuneration of Public Office Bearers Act of 1998.
The costs will be accommodated within the approved 2025/26 financial year budget.
The council is expected to sit tomorrow to consider the proposal.
