Former Ekurhuleni City Manager Imogen Mashazi and suspended City of Ekurhuleni Head of Human Resources Linda Gxasheka have each been granted R50,000 bail by the Germiston Magistrate’s Court.
The pair made their first court appearance on Thursday alongside suspended Ekurhuleni Metro Police Department Deputy Chief Julius Mkhwanazi and suspended City of Ekurhuleni Head of Legal Risk Services Kemi Behari.
All four accused are facing charges of fraud and corruption linked to allegations that salaries were unlawfully increased between 2023 and 2025.
Mashazi is accused of unlawfully approving salary increases for Gxasheka, amounting to about R1.3 million.
Magistrate Trevor Klassen imposed strict bail conditions, including that Mashazi and Gxasheka may not leave South Africa and may not directly or indirectly contact or interfere with State witnesses.
“Accused one and three [are] not to leave the country … [and] not directly or indirectly contact or interfere with State witnesses,” Klassen said.
He also said they must also report to police station once a week.
Mashazi and Gxasheka join Mkhwanazi and Behari, who were also each granted R50,000 bail earlier in the proceedings.
Mkhwanazi and Behari are facing separate allegations linked to claims that Mkhwanazi was shielded from disciplinary action over accusations that he assisted alleged criminal mastermind Vusimuzi “Cat” Matlala in obtaining blue lights for his vehicles.
The case has been postponed to 28 August for further investigation.
